Houston, a city of more than 2.2 million people, finally has its first general plan. The plans is the first attempt to create a general, comprehensive plan for a city that now goes through a period of unprecedented growth and development: the Houston – Galveston region’s population is expected to increase from 5.8 million in 2010 to 9.6 million in 2040.
Plan Houston lists 12 “core strategies”, 32 “goals” and 95 “actions” to achieve them. Still, the plan is short on specifics and not clear on how to reach the goals. The whole document comes in at 28 pages, 21 not considering the 7 pages of acknowledgements. It is hard to say that this is really a strategic plan; it is “something” that shows us that even a city so articulated and so regional oriented needs to sit down at a table and prepare a comprehensive plan.
